The BlueBook Series begins with a set of volumes that comprise the "Theoretical Section" of the series. This section provides and overview of mission, problems, solutions and management systems that can take us to a better world.
The First Twenty Five Volumes
The first Twenty Five volumes outline the theoretical and conceptual basis for the segment specific solution models that are later applied in areas like medicine, energy, environment, education and more. Overall these volumes layout an invitation-based model that honors the rights of the individual as well as nation-state sovereignty. The model addresses why today’s issues call us to ensure and balance the existential rights of the individual and human and other species within the context of planetary management, international terrorism, and economic disparity. It defines the Citizen of Humanity and the Planetary Citizen and provides a framework for a government of the people, for the people, by the people of the Earth.
The model empowers the human population toward Sustainability, Peace, Possibility, Plenitude and the realization of Happiness and Love for all people of the Earth and beyond. It accomplishes this by providing new Infrastructures, Institutional models, Management Systems and tool sets that can be applied from the individual to the planet and beyond. These macro-structural and micro-structural components create the necessary conditions for positive emergence and model new tools for learning, growth, and transformation for all people.
Built on a Theoretical and Conceptual Framework
The first 25 volumes outline the theoretical and conceptual frameworks for human development and advancement. This includes concepts and principles that have been drawn from the wisdom of the past embodied in spiritual traditions and practices and is combined with today's scientific understandings. This serves as a conceptual foundation for the development of Existential rights for the individual, the human species and other species across the spectrum of sentient and non-sentient life.

As we move forward with technologies like bio-augmentation, genetic engineering, robotics and others we face a number of questions: what is life? what is mind? what are the ranges of human consciousness and other consciousness?
The Book of Neoscience (volume 16) sets forth universal principles that have been drawn from antiquity and combines them with today's scientific understanding setting forth a coherent view of reality. The Book of Existential Rights addresses how to apply these universal principles in the application of rights for the individual, the human species and other species across the spectrum of sentient and non-sentient life. This forms the basis for the implementation of a Planetary Management System (volume 8). Within these volumes is The Book of Governance (volume 12) that outlines the mechanisms for a new kind of open, bottom-up, global, democratic government. This includes: the declaration of existence, the rights documents, a constitution, a new set of political mechanisms all integrated with the new technology being delivered in this model. International Institutional Models lays out frameworks for new global institutions that can support a planetary check and balance system. These are the implementation bodies for policies made by and for the people.
